TIME program administration

Lakeside Engineers is providing on-site Traffic Incident Management and Enhancement (TIME) support services at the STOC to administer the statewide TIME Program.

General Tasks

Host two Wisconsin TIME Coalition partner meetings annually

Recruit additional Wisconsin TIME Coalition partners

Conduct 30 regional TIME meetings throughout the State

Prepare after-action review (AAR) reports for extended duration traffic incidents occurring on Wisconsin’s Freeway System

Assist WisDOT Regions with conducting AARs and assist with action items

Provide 50 statewide training sessions for WisDOT’s Emergency Traffic Control and Scene Management Guidelines

Facilitate at least 10 TIM-related workshops at the Annual Governor’s Conference on Highway Safety

Maintain the TIME Program website and continue development of the TIME Coalition website

Provide outreach and material distribution for Wisconsin’s “Move Over Law or Slow Down” and “Steer It, Clear It” laws

Promote delayed towing and recovery best practices

Promote mitigation and strategic direction on construction project plans

Support TIME Coalition partners by attending their statewide association conferences to present on traffic incident management guidelines and to staff a TIME Program exhibitor booth

Coordinate with Wisconsin technical colleges and emergency responder curriculum managers to incorporate traffic incident management into training for new responder personnel
